　　該書作者宇德海，1962年生，博士，高級工程師。本科于大連理工大學(xué)理學(xué)院畢業(yè)，后在浙江大學(xué)攻讀碩士研究生。1991年至1993年任河南省登封縣副縣長。1999年至2002年在北京大學(xué)攻讀博士，先后任國家經(jīng)貿(mào)委研究中心新產(chǎn)業(yè)研究部部長、國務(wù)院國資委研究中心新產(chǎn)業(yè)研究部部長、中證資產(chǎn)管理有限公司執(zhí)行總裁等。
