胡富國，Born in 1937 and a native of Changzhi， Shanxi Province， Hu Fuguo is a senior engineer with a bachelor's degree. He once served as the deputy minister of the National Energy Adrmnistration， Party Secretary of Shanxi Province，and the deputy head of the State Council Leading Group for Poverty Alleviation and Development. From May 2005 to May 2017， he served as the president ofChina Assoaation of Poverty Alleviation & Development.
