“全球治理的中國方案”叢書（中、英文版），全面、深入地向國際社會(huì)闡釋中國的全球治理觀，展現(xiàn)中國作為一個(gè)負(fù)責(zé)任的大國，積極參與全球治理，努力為全球治理貢獻(xiàn)中國主張、中國智慧、中國方案，并以踏實(shí)穩(wěn)健的步伐，推動(dòng)構(gòu)建合作共贏、公正合理的全球治理體系和治理機(jī)制。 60 多年來，中國對(duì)外援助涉及基礎(chǔ)設(shè)施、減貧、農(nóng)業(yè)、衛(wèi)生、教育、環(huán)境、人道主義等諸多領(lǐng)域，廣泛回應(yīng)了發(fā)展中國家的發(fā)展訴求，走出了一條具有中國特色的對(duì)外援助道路。在新的歷史時(shí)期，中國對(duì)外援助將秉承義利相兼、以義為先的正確義利觀，圍繞“一帶一路”建設(shè)和促進(jìn)實(shí)現(xiàn)2030 年可持續(xù)發(fā)展目標(biāo)，為更多發(fā)展中國家提供發(fā)展助力，將“中國夢(mèng)”與人類共同發(fā)展進(jìn)步的“世界夢(mèng)”全面對(duì)接，推動(dòng)形成以共商共建共享為核心的新型全球治理體系，為構(gòu)建人類命運(yùn)共同體作出重要貢獻(xiàn)。 In China and Foreign Aid， the authors expound on the critical role that Chinese foreign aid plays in the global governance system. While unprecedented humanitarian crises undermine global peace and development， major aid donors from the West have scaled back on aid funding and left behind a lacuna. As such， countries have turned to China， the world’s greatest emerging power， for assistance and guidance. Since its establishment in the 1950s， Chinese foreign aid has evolved with the times， departing from Eurocentric models and developing its own vision and philosophy. The book traces the historical development of Chinese foreign aid in areas such as infrastructure， governance support， trade， agriculture， healthcare， environmental conservation， humanitarian work， education， and culture. Through the South-South Cooperation Framework and the Belt and Road Initiative， Chinese foreign aid pursues common development and shared interests. Banding together the developing countries， China aspires to contribute her solutions for foreign aid to build a community with shared future for mankind.
作者簡介
王濼，1973 年出生， 商務(wù)部研究院國際發(fā)展合作研究所所長、研究員。主要研究領(lǐng)域?yàn)閲H發(fā)展援助、中國對(duì)外援助、南南合作等。曾主持多項(xiàng)商務(wù)部重大課題研究，如“對(duì)外援助服務(wù)‘一帶一路’建設(shè)總體思路和舉措研究”“中國對(duì)外援助發(fā)展綱要（2016—2025年）”“南太平洋地區(qū)國別援助指導(dǎo)意見”“中國援外人力資源開發(fā)合作規(guī)劃研究”“研提新型國際發(fā)展合作中的‘中國理念’和‘中國方案’”“加強(qiáng)我國對(duì)外援助精細(xì)化管理水平研究”等，編寫白皮書《中國的對(duì)外援助（2014 年）》。 Wang Luo is the director of the Institute of International Development Cooperation under the Chinese Academy of International Trade and Economic Cooperation （CAITEC）. Her research interests cover topics related to foreign aid and international development cooperation. She is the author of The Proposal and Instruction of Chinese Official Development Assistance to South Pacific Regions， and Human Resource Development Cooperation through Chinese Official Development Assistance. In addition， she was the leading editor of The White Paper on Chinese Official Development Assistance （2014）.
